License. Comp powerful i7, 980 GTX, ssd, Win8.1, etc.
On the game:
1) Half a galaxy is captured.
2) Split into three
FPS sectors after loading the game> 60. After a while, the brakes start. Periodically drops to 20-30 fps. Settings to the maximum. Removed anti-aliasing - slows down.
Thoughts there is how you can beat the brakes? After all, to play hunting :)

Disabled anti-aliasing. Jumping anyway. FPS falls from 60 to 2-3 and immediately returns to 60. And so it is constantly.
In general, I tried everything. And I reduced the resolution, and the frequency, and did it like a window - it does not help.
