If you are in survival mode then this function is disabled.

Nearby enemies / overload / difficulty "Survival". Mostly because of this.

if you have already gone far, then look for another way, if not, then boot from the save where everything worked for you, try to move on it somewhere and save (it helped me personally, this is a bug so don't worry too much). You can also download mod fixes from a nexus or from a steam workshop.

Use the command line. Enter the command "DumplnputEnableLayers" into it, after which lines will appear on the screen, among which you need to find the number after Layers. The value can be from 0 to 9. For example, if it is 0, then you write the command "resetinputenablelayer 0" and fast movement should work.
