Black flickering pixels / dots (Red Dead Redemption 2)

Black flickering dots / pixels began to appear on the faces of the characters, and it was on the face, on the hands they were barely noticeable, but still. This appeared after reinstalling windows. I had to reinstall because of suspicions about the miner, and in general it was time to demolish it. As usual, I download Steam, rdr itself, I go into the game and see this, at first it seemed that maybe some wrong graphics settings (I know it's stupid, but why not) I was poking everything that was possible and unfortunately nothing. In other games this is not observed I am attaching screenshots, I apologize for the graphics, the PC is not the most powerful. And besides, you need to try to see these points, because they flicker and are quite difficult to notice. If I am not mistaken, then 1 screenshot shows the best. The integrity of the files is normal. I tried dig up something in Google, but I didn't find anything, just how to remove the soap and something about artifacts,I do not seem to have artifacts. I would be grateful for the help, thanks.
