Where do avatars hang out? (Final Fantasy 15)

When I played the game the last time (over a year ago), back on the pier at the very beginning of the game, I found these dudes in bird costumes to change the appearance of Noctips thanks to the ability of the avatar. Now I started playing again (on PC, if suddenly something), already in chapter 3 in Lestalum and still I can not find a single avatar. Even where they are on other people's videos - I'm empty. What am I doing wrong? Or maybe they were removed, but I don't know? Can you explain please.
