Low load on the processor and video card. (Grand Theft Auto 5)
In the plot, the FPS rate is always 60 stable at high. But the load on the video card and processor is always about 20%. Because of this, online FPS is always about 30. I am silent about the RP server, there is always freezing, houses disappear, and so on. And the load there is the same about 20% for both the processor and the vidyuhi.GTX 1063, XEON x3440 (dada xeonchik).
How to solve this?

Try to turn off vertical sync in the game and in the video driver, turn off triple buffering, turn on the power management mode, to the maximum performance mode, set a high priority for the game through the task manager.
