I saw that many players have the same problem with freezes in the game. Maybe someone has already found a solution to the problem and you need to change something somewhere in the computer or turn off some setting in the game. Tell me kind people. Perhaps they will shower me with cons, but I found something more or less similar to the solution. In any case, there are 95% fewer friezes. A method for owners of Nvidia 1060 or higher cards (maybe it will help on weaker cards, I have no way to check.) And Windows 20H2.

Nvidia Method:
Download Nvidia Inspector utility.
Open Profile Inspector, search for Forza Horizon 4.
In point 2 Sync and Refresh, select the Prefered Refreshrate parameter and set Highest Available.
Set the Triple Buffering parameter to On Set
the Vertical Sync parameter to Force On
In paragraph 3 - Antialiasing, find the Setting parameter and select 8x [8x CSAA (4 color + 4 cv samples)]
In the Transparency Supersampling parameter, select 4x supersampling (8x is also possible, but the fps will be 3-5 lower).
Using the Nvidia control panel in the "Manage 3D Settings" section, select Program Settings and select the Forza Horizon 4 game.
Set Max. frame rate - 51 fps or lower (anything higher leads to freezes).
All this was done on a pirate with an Empress crack. All settings are turned to Maximum (dynamic optimization is disabled). The resolution is 1920x1080.

Measurements were carried out in MSI Afterburner in the current version. Without these manipulations, I get 75 FPS (the monitor operates at 75Hz), however, freezes appear in the open world, simultaneously with the fall in FPS - the load on the video card drops. I decided to load the video card by 100% in this way. FPS 36-49 and there are practically no friezes. 1-2 freezes in 20 minutes of the game. 60 frames per second is certainly very good, but the friezes are very annoying ... I had to make such a compromise ..

Even they pissed away the situation with the release in the incentive, small freezics began. they are of course super rare in the gameplay, but this shit still pisses me off.

Also the game does not use the ssd as needed, the maximum speed has seen 300 or something. downloads are no faster than shdd and these fucking videos with victorious animations to disguise the load.
