If your monitor was additionally connected to the motherboard via a USB type B cable, you could configure the USB ports to be disabled on the monitor via BIOS / Windows. But since this is not the case, then only the settings of the monitor itself. If there are no parameters in the settings for turning off the power of the usb ports, then nothing, except for completely turning off the monitor.

That is exactly what is in sleep, not off - it is in standby mode while the USB port is powered. If you completely de-energize (for example, pull the cord out of the socket), the tape will go out sooner or later.

Try to make these points as in the screenshots above (all , not only those circled).
But in the next screenshot, disable both "Msi fast boot" and "fast boot" functions.
You also need to disable fast startup in Windows, there is an instruction on how to do it (copy all the text from the spoiler to the address bar):

In theory, this should be enough for the ports to be disabled. But I don't have 100% certainty, because maybe they will additionally be powered by the monitor itself, then you need to dig into the monitor settings to be sure.
