solved the problem with texmod (Batman: Arkham City)

first go to the wb games folder open batman arkham city / BmGame / Config / BmEngine.ini looking for the lines AllowD3D11 and allowD3D10 if the value is True then change it to False then at the bottom of the line AllowD3D11 write AllowD3D9 = True

And this should be done in each BmEngine.ini file and BmGame.ini. In BmGame.ini, if there is no line AllowD3D11 or AllowD3D10, then you do not need to do anything
