ETS2 and ATS (Euro Truck Simulator 2) won't start

Hello! I need help, I searched the entire Internet and all forms, both foreign and ours, and did not find an answer.
When you start ETS2 and ATS (pirates), 4 things happen
1. In 99% of cases, just a black screen for a second and that's it, the game did not start
2. ETS2 or ATS shutdown
3. Black screen with a complete freeze of the computer
4. It starts, but this 1 case per 100 attempts. Unchecking the steam cloud or deleting the codex folder does not help.
Windows was reinstalled, the game did not start both before and after reinstallation (Windows 10 x64)
