\ "Fps \" when syncing (Assassin's Creed: Liberation)

There is such a thing, when synchronizing, the camera rotates around the hero, while the steam icon with fps shows all 60,
but the screen twitches as if the fps is around 15-20.

Has anyone encountered this? How can it be treated?

ps if anything, I'm writing from a computer with gtx 1060 6gb (:

Just a crooked port from a set-top box to a PC. The game was originally made for the PlayStation Vita. A little over a year later, it was re-released in HD for consoles and PCs. But it still remains in 3rd place of my favorite AC games. :)
