Menu lags (Grand Theft Auto 5)

Help, pzh. Such a problem is that with the vertical sync turned off, the game lags in the menu, which is very uncomfortable, in the game itself, everything is normal, and when I turn on V-Sync, then everything is normal, but I don't want to play with restrictions. Video card: Radeon Rx 560.
