Kill Rebellion Leader (Evil Genius 2)

Hello everyone! Kill the leader of the uprising in the main quest, but the problem is, the leader of the uprising does not come. Nobody knows about the problem?

Everything, thanks, figured it out! Instead of destroying, I was imprisoned and brainwashed, and therefore the quest was not counted. Can anyone help
