Need help with ideas (Hearts of Iron 4)

I wanted to diversify my game, I decided to start with ideas. Climbed the sites, forums looked at how to do it. Further, I seem to do as it is written, in the game itself, only the icon of the idea is displayed, but without the prescribed modifiers. If there are people knowledgeable in this topic, then I ask for help.
