look at the settings - reflections, volumetric smoke and clouds consume FPS most of all, set them to low, the rest to high and still the picture and the atmosphere will be a top.
I myself play at 2080 in 4k with dlss on a balanced one and keeps all the buzz of 50-60 fps. I play and get high without rays, rays are not needed, it is only worse with them.
