How to exalt beings? (Stellaris)

There was such a quest, I received the "elevation" technology, but
1) The primitive race is not displayed in the "races", and generally lives on a planet available for colonization. Bug?

2) There is also a race in the Bronze Age, but it is considered reasonable and, accordingly, not available for elevation

And in general, among the list of races, only ONE candidate from the whole galaxy, which, moreover, is in another empire. But the quest started with the words "found a candidate for elevation" (or something like that) at the moment when I examined the system with the race that I mentioned in point 1. So, I can somehow elevate it?
