The illogicality of the conclusion of alliances in England and the level of pumping (Assassin's Creed: Valhalla)

In what order did you enter into Alliances in England? After passing Leicestershire, Grentebridgeshire, Lunden, I have access to Jorvikshire and Snottinghamshire with levels 190 and 250, respectively, but my level is 90.
Is this a bug or should it be?
