FPS drop after cutscenes (Mass Effect Legendary Edition)

After some cutscenes, FPS drops to unplayable 15-20, and the video card load drops to about 20%. Saving and loading doesn't help. It only helps to move to another location, or skip the cutscene (by selecting another item in the dialog, for example). Who faced this?

I have a surprisingly opposite situation. Characters speed up during cut scenes, it looks completely unrealistic.
Does anyone know how to heal?
