Check your computer for miners through the free dr web curelt. Maybe they are. Just do a full check.
I had a similar problem often, that there was a 2/3 times drop in performance. Removing the miners returned everything to its place.

Your video card is not quite suitable for 4K gaming, especially the Valhalla is quite demanding, it requires at least a 4-gig video card, yours is already choking on it, especially if you really play 4K
