Found a solution on the Internet:
1. Open the text files Engine.ini and GameUserSettings.ini at THQ Nordic BIOMUTANT Saved Config WindowsNoEditor
2. add lines to each file
[SystemSettings]
r.MotionBlur.Max = 0
3. save

Checked: if you add lines to only one of two text files - motion blur is not deactivated - keep in mind!
