The cooler makes a strange noise

I bought myself a video card - a gt 710 plug, while the prices are inadequate, you need at least something. When you start non-demanding games, the cooler starts to make noise, how can it make noise, if all the coolers in the system unit make noise from spinning - typical fan sound, then on vidyukha such a sound of a propeller, not very pleasant and not familiar, at first I thought maybe the wiring touches something, but no, that's all right.
Is this normal or shouldn't it be?

like the GT marking on the map does not imply the normal launch of any games at all, unless something very, very old. You need something from the old cards, but with the GTX label, this is a gaming series.
