Fallout 76 failure - a mistake or a plan? (Fallout 76)

Do you think the failure with Fallout 76 is a scrupulous plan of the developers for black PR and the implementation of a "wow" effect after they fix everything with the update, or did Bethesda really release a non-playable piece of unknown matter for sale?
