At the beginning of the game when creating a character 1 fps on a pirate (Fallout 4)

Six months ago I played the same repack, everything was fine. In the cut-scene about the war (which before the creation of the years) shows 60 fps. On the creation, already 1 fps and sometimes shows even 0. The settings are high on a powerful PC
