I didn't understand what a permanent one is, but if you wanted the original version, then it's an archive, no way. Reinstall / search for a separate file for your patch on the internet.

Judging by the address you have a Steam version. Restore in Steam click.

You don't have to do anything with it. It has a different icon and does not have permission, because you tried to open it with notepad (thereby creating an association for it). The file itself, judging by the dates, has not been changed.
