License launch problem (Steam version) (Grand Theft Auto 5)

When launching GTAV through Steam, nothing happens (corny),
through simple manipulations, I revealed that the problem is that the game launcher itself refuses to work, namely, it gives an error 0xc000007b.
My inquiries on the Internet did not bring any benefit, since I did not find a solution. And now we pass to the very essence of the question. Maybe some of you faced such a problem and managed to solve it
