How to take a second partner (Vicar Max) as a partner (The Outer Worlds)

I am at the first Location. Discovered a second satellite (Vicar Max). I gave the book. Parvati talked to him. I also told him <that supposedly I need you as a partner and that's all. He supposedly says that I will wait on the ship and blah blah blah. But how to take it so that you can run with it on the first map? Or maybe I can take it at the second location?
