Don't know how this case in Rockstar launcher things, but try to limit sensitive download speed, I have had similar from falling off the train, did not have time to write.

the Internet speed is 100MB/s download speed 10,89 MB/s restricted speed jumps up to 10 MB/s (rounded so to speak), and the error is gone!
