I know I'm late and maybe this topic is no longer relevant, but...I now just put a special fix and I have all worked. You go to the archives (a link to which is at the very end of my commentary), go to the folder MSV-5-GROUND ZEROS, copy out the files steam_api64.dll and ALI213, and then throw them into the root game folder with the replacement, run the game and voila! It all works! I don't know if it helps you, but I, again, helped!
