I did the following (this was already in the modern era) and brought the land forces (my land forces sailed on their own) and the fleet to the enemy city, which is on the coast. The fleet put it close to the city, and sent its ground troops just north of the city - landed on an empty coast (where there were no walls), brought it up to the walls, ordered an attack and went to storm. There were ground forces in the battle, the fleet was withdrawn from the reserve and it fired at the enemy from the sea through the walls.
