Video card won't load, low FPS (The Sims 4)

System i7 2700k 4.5 Ghz, GTX 770 2 Gb, 16 Gb RAM.

At ultra settings, the FPS is around 20. But the loading of the video card is 10-15 percent.
I set the maximum performance mode in the driver settings, it does not help. Disabled the embedding (I thought it was she who was rendering (no)).

For example, in the same cyberpunk, the video card is loaded to 99.

This is a problem with the game, as if the video card and processor are locked (in short, the game has no normal optimization and instead of optimizing, they release paid DLCs, that's all)
I have rx 6700 xt should give 200-250 frames
and it gives out 100-130 with drawdowns up to 40 fps when turning and zooming the camera.
