Where is the oil? (Humankind)

Have you seen it in the surrounding seas? I had oil in the sea, on my mainland only coal and aluminum, on the neighboring uranium.

I also have no oil. Almost all technologies have been studied. Three-quarters of the world has been captured; the whole world has only 2 uranium and not a single oil.

I have one oil on the middle map. So the tanks are passing by.
