Performance issues on a powerful computer

Hello, I am quite often haunted by the problem with demanding games, which manifest themselves in a smaller amount of FPS, relative to tests on YouTube, and in some cases, the most sensitive drawdowns.
My components:
Video card: rtx 2070 windforce 8g
Processor AMD Ryzen 5 2600
Motherboard: gigabyte b450m ds3h I'll
