Formation: how to keep the arrows from scattering (Cossacks 3)

Hello. Everywhere I was looking for the answer to one question, I tried everything myself, but to no avail.
When there are several ranks (lines) of shooters with officers and drummers, one can make one dense group of them, but as soon as I give them any command, the whole group scatters into separate ranks. How can you keep a bunch of people together?
