Pollution (Humankind)

Obviously, this is bad, but the game, apart from the number, doesn't really say anything about it. What does it do / how does it work? There is no article about this in the game encyclopedia either. One of my cities has reached the TerritoryPollution_Low status, which doesn't tell me anything.
