Friendly duty, Felix. (The Outer Worlds)

Guys, how to start the quest? Felix's quest doesn't start. Someone said that when the plot has already passed definitely, the quest may not be active. I decided to check it out. I flew right after the restoration of the ship to the Pathfinder, talked to let my ship go, Felix was waiting at the entrance to the ship, took him to the detachment, flew to Scylla and ... silence. He doesn't even try to start a conversation.
