Relic Icebreaker for isobroni - where is he? (Encased)

The quest says that he is only in the Phalanx warehouse. The only problem is that Phalanx does not have a warehouse! I searched all the crates there except the trash cans (well, it’s hardly there) and the boss’s safe, which is essentially impossible to hack. Is he really there?
