How does the spirit wandering conspiracy work? (Pathfinder: Wrath of the Righteous)

The first mythic from Coal, took the witch's ability "Conspiracy of the wandering spirit" - "this ability allows you to take any conspiracy of witches and use it ..." The question is - where and how to get it? In the spells, nothing changes, there are no new options. Or again the curvature of the developers?
