Skill Books (Encased)

I find ordinary magazines that give a temporary boost of some kind of power, for example (light weapon +20) and can use it temporarily.

But there are thick books in the game, where the description gives a boost (Light Weapon +15) "Bullets, Cannons, Perspectives" is called a book, but I donâ€™t know how to use it, is there any information on how to use it?

Just read it. In the perks, marks will appear which books you have read.

Doesn't appear for me. When you click on the "read" action, 1 page of the book's abstract appears and that's it. The book does not disappear, but nothing appears in the perks
