Train Robbery Fines (Red Dead Redemption 2)

Is it normal (in the sense that it should be so) that when a train is robbed, a fine of 5 bucks is imposed for any item taken? I cleaned out a murdered guard - a fine, took a tonic, a wallet in the table with two bucks, even a 5 bucks fine for a can of canned food. As a result, so not so much sense in train robberies is lost.
