well, the current increases the damage that the relic gives. Cold damage of the staff does not change.
It's like putting on an item for increasing the% health damage - without it on the gear - the damage simply won't change. Or the hobby of stealing life% - if it is not there, then it will not appear.

in the attack the same damage with the staff is indicated, from the hand. Cold damage modifiers are needed in any case - either intellect.
Plus, some modifiers only work for weapon damage (or an ability that replaces a normal attack - such as a spirit trident) - transferring damage to life, for example.
