Full answer from Rockstar Support
Thank you for contacting Rockstar Support.
We are sincerely sorry to hear that you are experiencing difficulties connecting and with the
fact that story missions have become unavailable.
Some story missions in Red Dead Online are only available at a
certain honor level.
That is, if your honor level is honorable and you no longer receive
missions, then try lowering your honor level to dishonorable and check
if new tasks have appeared.
You can lower your honor level by performing dishonest actions in the game or by
contacting old man Jones.
Due to connection problem, please follow these
instructions:
1. Reboot the router (turn off the power for 15 minutes and then
turn it back on).
2. In the search box on the taskbar, type Command Prompt (or cmd.exe),
right-click (or press and hold)
Command Prompt, and then select Run as Administrator> Yes.
At a command prompt, run the following commands in order, and then
check to see if this resolves the connection issue:
Type netsh winsock reset and press Enter.
Type netsh int ip reset and press Enter.
Type ipconfig / release and press Enter.
Type ipconfig / renew and press Enter.
Type ipconfig / flushdns and press Enter.
Then restart your PC.
3. To solve this problem, we recommend changing the DNS settings of
your connection. To make this change, follow these
steps:

Select your connection and a connection window will open;
In the window that appears, select "Properties".

following addresses of "DNS servers".
In the “Preferred DNS Server†field, enter the following 8.8.8.8, and in the
“Alternate DNS Server†enter the following: 8.8.4.4
Check the “Confirm settings on exit†checkbox and click OK
to save the changes.
Then go back to the Properties option and select IP Version 6
(TCP / IPv6) or Internet Protocol Version 6 (TCP / IP) and click
the Properties button .
In the window that opens, on the "General" tab, select "Use the
following DNS server addresses".
In the "Preferred DNS Server" field, enter the following
