Periodically freezes for 3-4 seconds, then lets go, before this there was no iron of 60fps standards is stable

There was such crap in patch 1.1, the video card drops frequencies to a minimum, then back to a maximum. In nvidia, the control panel set the power consumption mode to maximum and the friezes disappeared. In patch 1.2 I have not seen this yet. From what this happens is unclear.
