Gamepad problem on PC (Tom Clancy's The Division)

The problem is that some buttons on the controller work at the same time. For example: I click on the stick (for running), the map opens. When you press B in the menu, A is pressed at the same time. it turns out that I want to exit some tab, and he opens the next one. When you press the right stick (Blow with the butt), he hits with the butt and opens the menu.
Went even through the joystick emulator to play. Same problem. The joystick is serviceable. I even tried it with a friend's joystick, also xbox360.
Such a problem from the very release of the game. I played beta, there was no such problem.
