Try reinstalling uplay and restarting your computer and just try to wait 2-3 hours.

2) Click on the gear in the upper right corner of the program

5) I have the English version of Uplay, and I will have this line at the very bottom: Bandwidth usage limit, which seems to mean how much you will have to download the download speed.
6) You drive the slider up to 128 Kb / s, well, that is, to the very minimum (I tried it first at 1 mb / s, but it doesn't bother me that way, if 128 doesn't work, try more)
