the computer does not load in games 100%

I have a problem like this, I run games (Fallout 4, gta 5) on ultras vidyuha and the percentage is loaded by 20-40% and at the same time it gives out 20-25 fps.
my system is i5 750 @ 4.2ghz, EVGA 970 FTW, CORSAIR PLATINUM 8gb, SSD CORSAIR FORCE 240gb ...

Tests on YouTube, look at i5 750 + 970 gtx there everything is more or less everything is fine, in the tests most likely there is a problem on your part

I looked, they show assembly performance but not a solution to the problem, It's strange that in the metro everything loads at 100% and there are no other games
