No way. The game is not designed that way. Only NPS has this script registered.

This is, in theory, there should be cops sitting on the sides and shooting. But we worked it out only starting from GTA 4, and GTA 3-GTA SA is just a helicopter and bullets fly from it. And remember GTA 3, then there was a very poor helicopter, but because in GTA 3 from aviation there is only Do-do and then the wings are stubby.
