Is not it? It seems not Yubisoft, add-ons are not sold separately from the season, and costumes can be obtained on the "market" and by completing NPC tasks

bought the Baba Yaga add-on
I look there is a bunch of paid costumes in additional content in the incentive and lo and behold!
I can craft half of these costumes myself without buying for rubles in the game, is this how it should be?
what then to pay for?
