Cards (Fallout 76)

Tell me about the cards, I wanted to pump one perk for 5 stars, I always chose one and the same card. As a result, instead of 5 stars, I received one card for 3 and the second for 2 stars, they cannot be combined. I saw that the cards are pumped up to 5 stars. Where is the mistake ?
