Trouble with Coop (Dark Souls 2)

The versions of the game are the same;
The name ring is worn, the deity matches;
The Covenants are the same;
My soul memory is 166k, my friend has 165k;
Both have their humanity restored.
The order bone is not used;
Global play is allowed;
We have no ban;
We checked the type of connection to the network - both are identical;
Tried to install VPN - Doesn't help;
A friend leaves a sign of invocation. I wait for three minutes, move to the fire, nothing helps.
I go to the main menu, start the game on a new one, ONLY after that the sign of my friend's call is visible, but he does not see my sign under any circumstances.
I have two questions:
How do I solve the problem so that my friend can summon me?
And who knows what my problem may be, because constantly restarting the game in order to see the call signs is not cool.
