The Surge A Walk in the Park (The Surge)

Hello. Passed addition the length and breadth(of a cat stabbed to death). Can't get into 1 room.
This place is a 10 second walk at the landing in addition.
When we come up here 1 time this Elevator is not working because everything is de-energized. But when I found the block and run all in the Park I did not return here until I was Supplement. The Elevator works up there but a closed door.
Is there a way to get there from the back side ?

Found this evening. This is the second entry to this location. Out of the laboratory. Where we take the suit iron mouse in the 2 locations have a large door in 3 locations, so in 3 Loka immediately to the left there is still a door but in the Park.
