Skills not improving (Assassin's Creed: Odyssey)

I get skill points every time I pump, there is no problem with this, but firstly: the last 4 skills on each pillar are still blocked, although I have already pumped a lot (level 11), and secondly: I CANNOT IMPROVE ANY SKILL, writes that I have to complete more tasks of the campaign, I do not understand what it is about, because I go through almost all the tasks and I could not improve anything, the button is simply inaccessible. Who faced a similar situation?
